I didn't get a chance to read the comments and see if someone said this already, but this bit:

I think that's just poor communication on Suzanne Collins's part. It took me a minute to figure out when I was reading, but Katniss isn't offended that he's traveling with dried fruit; she's offended he carries such a meager amount of food with him. Note that she says "I can only hope the other Careers traveled so lightly". She thinks it's arrogant that he never considered that he might be without the huge stores.
Honestly, the whole book is a pain. Entertaining, but the second you slow down to examine it, it falls apart.
