The form of the rule change also has the potential to foster disunity because four of the remaining tributes are being given an advantage. Katniss and Peeta can team up, as can Clove and Cato, and both District pairs avail of the opportunity, but Foxface and Thresh don't have the option of teaming up with somebody who is basically guaranteed not to stab them in the back.
The people in Districts 5 and 11 could have been angry over the fact that their tributes were set at a disadvantage when they made it to the final six, and other Districts could be angry that the rule wasn't put in place from the beginning, so every pair of tributes could have had the option of allying.
