There's a rather large gap between "understand" and "think it's any sort of big deal". There's no sign mourning in general is taboo, and Katniss even later references that it's okay to be upset about the loss of a partner, including loss of a non-district partner. It's clear from how things go in this book and later confirmed when we see how the capital acts when she comes back that the games are half soap opera for the audience.

Burning Rue's body or not letting it be taken away only works depending on what is going to be done with it.

Yes. That's why I went on and on about how what she does should have had to do with how funeral practices go and whether or not the district culture was different than the capital culture. If it's the same, she could have refused to let them have the body in whatever the culturally acceptable way of saying they were the ones who desecrate them. If only the capital gives a damn about intact bodies, she should have destroyed them and denied them a pretty corpse.

But this is all beside the main point, which is who the fuck cares? This is pathetic. Her great rebellion is flowers. Do you think no one before in the history of the games has been upset about a death? More, do you think it matters in the slightest? So what. If this was actually a big deal they just wouldn't show it, as she's said before they control the feed to the point of doctoring the audio if they want.

It's a matter of the book showering accolades on her because writing her doing something actually rebellious would have been too much effort to plot, so it's easier to give her minor things that won't affect what actually happens and just insist they're a huge deal.
