Most of the stigma is based on the idea we live in a meritocracy and that if you aren't doing well enough it's a personal failing. In a caste society with controlled pay where the majority of hard-working people are living on starvation wages and have no options to improve their lives, I can't imagine there being any stigma.
In fact, the casual way this book portrays it as if that stigma is just inherent is bad, as it just further encourages people to think that's normal.
