If you did, I would be horribly tempted to join and make fun of the bitchers. Unless that were to be against the rules, in which case I would mock them in other places instead.
In my experience, they tend to be their own best punchline.
I don't think I'd have rules in place protecting the primary bitchers from secondary bitchers. They're the natural prey of all other trophic levels, and nature will take its course.
