I feel like Doc "raised" Snowman in the same way as the Handmaid: that is, to be polite and proper to everyone, all the time. He's already disappointed with Snowman, as we can see from the fact that he gave Slick the cueball revolver and told him to get rid of her. Something like assaulting one of the more competent members of the Felt probably wouldn't put her in the good Doctor's good books.
It's three for one! Doc Scratch is good controlling fuck best owner, Snowman is a failure (probably because she's a slut), Snowman is unimportant. So she'll just have to put up getting groped by Stitch.

I mean, we have a story where it's assumed Snowman is less important than Stitch to the point she'd be kicked out for slapping him after getting sexually assaulted. I may not have guessed how bad the reason would be, but just the fact the author was assuming it worked that way said a lot. There's a lot of things that are like that.
